Pat,  When 1150 in LA wanted to go 50 KW -- they had to buy the Morro Bay 1150 and the Santa Rosa 1150 -- and SILENCE both stations just to get better coverage for LA.   So FCC Policy and Rules allow for such a thing.   --- But you need to GIVE the owners some reason to FORCE the FCC to come on board.   Why WASTE money buying and turning the stations license.   What would have happened -- if both Morro Bay and Santa Rosa could have MOVED to a new FM Band.    A Win - Win - Win .   No lost stations or cash.  A better radio service to all 3 cities.   The FCC allowed WOWO to POWER DOWN.   But the re-sale value of WOWO also went down.  WLIB is still not a 50 KW power house.  Its better than it was.   but they LOST MONEY on the deal.    Move WLIB over to FM -- and Bingo Bongo -- BIG BUCKS.  WOWO gets to stay 50 KW and WLIB gets a new FM license.  1190 gets CLEANED UP and with increased protection -- remains clear.
