I agree with the idea of mandating the use of C-Quam Stereo on all AM stations. But I'll go one farther. Re-work the treaty -- for use of the "Tropical Bands" in the 120, 90 and 60 meters. Create a one or two Sub-bands for "Local Lower" and "TIS" operations. Require ALL new radios to have ALL bands -- including all shortwave as well as AM and FM bands. (AM from 500 Khz to 1800 Khz) (FM from 54 to 108 Mhz). Require TIS stations to use "Special Alert encoding" like ARI -- to alert the public and auto-tune any radio to the alert message. Any use of the Tropical Bands would also include -- not using any HAM channels. Move all of the low powered TIS from the "CORE" AM band (From 530 to 1730 khz) to the two or three Tropical Bands.
