[IRCA] New HAR in Pittsburgh, PA area - 1560 kHz

	Road construction, on I-79, will begin this coming week in the Pittsburgh, 
PA area. The station, operated by PENNDOT (Pennsylvania Dept. of 
Transportation) will operate on 1560 kHz.
