[IRCA] Birmingham DX Tests

After several conversations today with Frank Giardina, it looks like
a test would be impossible for him until very late in the Spring. Since
we don't want to do a test with poor atmospheric conditions, we've
agreed to put it off until the fall. 

I have a note on my scheduler to touch base with him on September 1st
to schedule the tests. He repeated several times that he was serious
about doing the tests...so I expect we'll see them this fall. 

In the meantime, he's also agreed to call my cell phone if the station(s)
are going to be down for any reason. So, look for some Alabama
DX tests later this year.
