[IRCA] WZQZ

I just heard WZQZ sign off at 2200 (2/22).  I guess they have an authorization to 
broadcast until then.  I heard then broadcasting an old time radio program right 
before they signed off.  Can someone tell me what is the name of this type 
authorization?  My locals on 860 and 900 also seem to do the same thing.  Is 10 PM 
a magic hour for some stations?
