The city was laid out in 1855 by Theodore Judah, the engineering brains of the Central Pacific Railroad, as the eastern terminus of the Sacramento Valley Railroad. Judah took on the task for Capt. Joseph L. Folsom, a West Point graduate who came to San Francisco in 1847 and amassed a fortune after he purchased -- "for a song" -- the 35,000-acre Rancho de los Americanos, on which Folsom was plotted, from the estate of William A. Leidesdorff, who died in 1848. Lots in Folsom were sold at auction in Sacramento.
