From the samples you can hear how it builds up and drops off in its wobbling anxiety.  Just like, as I say, a sheet of steel being wobbled, it gets more or less energetic, stops entirely, then returns. I would think if it were just a carrier, it wouldn't produce these strange variations.  Just my assessment, having not actually heard the situation you suggest.
 
Something being tested?  Who can say, with things like HAARP out there - though I'm not suggesting that as the source.
 
I will be adding all of these suggestions to the web site as food for thought.

Something to consider.

A transmitter with no modulation and just left running will sound like a warbler. We had this in the past here in Tempe, AZ.

We also had the Army testing a transmitter in Nevada back in 1998? On 1136 kHz that made a warbling noise.
