I did a query on the FCC's web site,
http://svartifoss2.fcc.gov/cgi-bin/ws.exe/genmen/uls/frequency_res.hts?db_id=19&rows=999&radio_serv=&freq=1.58
There is one located 4.5 miles west of Port Angeles and one 9 miles
from Port Townsend, as obvious groundwave possibilities where you are.
There's also one near Forks and several in southwestern Washington
(possible during sunset skip). Good luck digging out the call or some
other identifying information.
It's actually the Washington Dept of Transportation
