[IRCA] French on 1580 12/31

Tom Kenny of Toms River, NJ and I heard a station with French on
1580 at 0715. The station seemed to pop up right at 0715 which
indicates an antenna change right at that time. It was soon
submerged in the QRM. I don't think there is a Canadian there and I
have not found anything listed anway. WLIM and WSRF are
possibilities, but their on-line program schedules suggest otherwise.
Does anyone have an idea of who this might be?
