I suspect the schedule is different on Monday because it's a "civic holiday" in most of the country so they sometimes due special programming....

Odd start time-- 5 p.m. on a Monday on CBC Radio One.  I assume they mean Eastern time and that it will run when it's 5 in each of the time zones, so no live broadcast of the tribute.  Also odd that Quebec and Newfoundland listeners won't have it on their affiliates.

Just a weird approach all around.  (And as an aside:  Too bad all the cost-cutting and policy and management shifts over the past decade or more at the CBC haven't succeeded in producing a broadcaster that even comes close to approximating the talent and depth of Peter Gzowski.)
