A follow-on press release states that shortwave listenership losses in
the past year occurred primarily in Bangladesh (down 7 million), India
(down 8.2 million), and Nigeria (down 2.9 million); these areas
haven't seen significant shortwave airtime reductions up to this
point.
So it would seem the citation I originally noted is based on shortwave
listenership reductions in those areas where shortwave had been the
primary means of listening.
Countries with listenership gains: Tanzania (up 1.4 million) and
(surprise!) the USA (up 0.6 million), primarily due to partner station
placement on FM and mediumwave.
