Actually, this would appear to be a good thing.  For one, it draws 
some attention domestically to the national publicly supported 
network's international service.  When questions about funding have 
been raised in the past, there was no significant domestic 
constituency to support the service.  For another, greater visibility 
may result in more interest in the service's mission and how it 
operates.

It would have been nice to have that constituency for the VOA.

(This also explains why RCI Plus is on Sirius Satellite Radio.  It's 
part of the newly designed mission for RCI.)
