The BBC WS, as part of the BBC, is a public service
broadcaster. But as it is funded by a grant-in-aid, as
opposed to domestically by a licence fee, there is no
obligation on it to serve everyone worldwide on every
platform. Check the FCO/BBC WS Broadcasting Agreement
linked at the page below, though the FCO Annex A
targets it mentions dont seem to be shown. Arguments
about shortwave resumption to North America would have
to be based around this agreement:
