The view from this part of England is no. Having said that, other than
during the policy "advertorials" neither is VOA.

State funded national broadcasters do not have to represent national
policies. Europe has a number of examples of broadcasters that do not
represent policies. They do, however,  broadly reflect the values of their
country and thus, in the long term, promote that country.

Too much emphasis on national policy leads down a path which ends at tractor
production figures !
