1) I should think that anything on at 0405 on Radio 4 is a broadcast of the European stream of World Service. According to its Saturday online schedule, BBCR4's first program of its own was at 0530 and it will join WS at 0100 tommorrow.
(We need to know which streams have which schedules.)
2) I think Max Schmid (oldtimeradio.com) has hosted a live production of WOTW on WBAI (wbai.org) around Halloween of one year or another. It may have been part of a fund raiser for WBAI. I'm sure he'll be glad to either sell you one or provide it for a large enough contribution to WBAI.
