There is a web gateway called "dxtuners.com" that links up a network of
Java-controlled shortwave receivers that you control via the PC.

You can sign up for a paid account, allowing you access to the entire roster
of 50 online receivers, or a free account, allowing you access to a subset.

Some of these receivers are in the southern USA as well as South America, so
you can listen to them online and see how they hear things differently than
you can.

We had a demo of the system at Kulpsville last March, when it was called
"JavoRadio" before the lawyers asked them to change the name.

As for the logic of the switch in times, it's the following.  RCI found that
the only people who appeared to listen regularly to the 2200-0000 UTC
(summers) broadcasts were those based in the Eastern and Atlantic time
zones.  The broadcasts were too early for people out west.  It was felt that
moving the broadcast to 0000 UTC (summers) or later would result in a larger
audience, especially in the western parts of North America.

The goal was to reach as many listeners as possible without expending
greater transmitter-hours in doing so.
