Furthermore, it has been interpreted to prohibit any contact whatsoever (mailings, schedules, materials, etc.) between a US international broadcaster and the US general public.  The only exception, apparently, has been QSLs.  The effect is that they operate in a cocoon outside the view of the US general public.
