I plan to, Richard.  I just haven't gotten all my 
thoughts together yet.  I posted to the first NOI
(http://gullfoss2.fcc.gov/prod/ecfs/retrieve.cgi?native_or_pdf=pdf&id_document=6514123283)
and will to this docket, probably with a focus almost
exclusively from the perspective of shortwave
listening (as I figure there will be plenty of
responses from hams).
