I think it was five years. As I remember, after the five year period, the station either had to revert to its original allocation or move to the X-band and take the original station off the air. Also, I think that the original purpose of the X-band was to mitigate interference on the regular band and give some stations an opportunity to get rid of expensive directional arrays as well as boosting their coverage. I believe that several of the X-band stations (Redding, California, and Brigham City, Utah, come to mind) actually followed the original guidelines. Omaha took the 1180 station off the air for a couple of years but then somehow reactivated the 1180 frequency, obviously with the FCC's approval. I agree with Russ, it's another case where the FCC didn't follow its original guidelines (but what else is new!).
