[IRCA] Settled on foundation software

OK - I have scrapped the old beta IRCA site and built one
on the "Joomla" CMS software -

Have been adding functions and features over the last few days --
even some basic membership management software -- but that is
not enabled yet.

Please feel free to "register" on this site and play around in the forum
area.

If anyone knows the basics of "Joomla" I will happily create an admin
account for
you to poke around in and create some content.

I have not yet begun to think about or zero in on the look of the site
so I am using a very, very basic template for the moment.
