The USA switches to DST on Sunday, March 9, 2014.

DX test info has "Saturday, March 15, 2014.  11:00-11:45 PM EST 
(0400-0445 UTC on the 16th)."

Bit confusing as we're into EDT by March 15th. Is this still 11:00-11:45 
PM EDT? If so, then UTC is actually 0300-0345.
