According to the WTB database 
(http://wireless2.fcc.gov/UlsApp/ApplicationSearch/searchAppl.jsp) these 
both belong to the NY State Thruway.  There are multiple transmitter 
sites for each callsign.

WPTK490 has three authorized transmitters: one at the 282.9 milemarker 
in Syracuse; one at the 276.5 milemarker in Syracuse; and the third at 
the 289.0 milemarker in Liverpool.

WQMP335 has two authorized transmitters, at the toll plazas in Oneida 
and Canastota.
