[IRCA] Alberta TP/DU for 19 Nov 2013

     After yesterday's small step up, it was a step back today, with 
signals weaker than yesterday.  1566 and 1575 were again the only audio, 
but today there were of the "barely there" type of audio, well down on 
yesterday, especially for 1566, which was actually quite good yesterday 
for a while.  Nick spoke of mid-winter conditions, which seemed 
appropriate given the weather, which was snowy and -15C today.
