I found that link, too, Mike after doing a bit of snooping.  So KBXZ, while it was on, was definitely an illegal operation, not a Part 15.   
 
And Glenn, I concur with you about what the DXer (in O'Neill, Nebraska) heard.  Phonetically, "KBXZ" and "KCNZ" could very easily be mistaken for each other when they have the same format.  It's 860 miles from Flagstaff to O'Neill, and the odds of a flea-powered pirate making it that far (especially when there are other stations on 1650) would be astronomical.  I HAVE to believe it was actually KCNZ he was hearing.
