My Spanish is fragmentary so I'm not absolutely certain but this website appears to be that of a government agency that oversees the election process in Mexico. There are links to the nation's political parties, for example. I am leaning toward the assumption that the purpose of the coverage maps, including the statistics state-by-state of the population within the coverage areas, is to identify for those who would buy time for their candidates. 
 
I have been wary about the accuracy of information on the various Mexican station lists, even those that come from SCT. Some frequency changes that I observed a decade ago, such as XEVUC from 1520 to 1050 had never made it into the official lists as of the last time I checked, and XEVUC's coverage map looks more like low power on 1520 than 10 kw on 1050, as they announced when I heard them in my trip to the Rio Grande Valley.
 
Unlike U.S. stations, Mexicans that sign off or change power at sunset do so at 7 p.m. local time, year round (or at least did when I was active at the dials), and, presumably, switch to night power at the same time. Unfortunately (for stations to which they could cause interference) or fortunately (for BCB DX'ers) the XEs are even more unlikely to cut power at night than Ks and Ws.
 
Still, the map site is worth putting on one's favorite list.
