[IRCA] Mystery Tones on 930

I recorded on 930 overnight last night, and noticed a station apparently 
testing (or malfunctioning), transmitting a 1 kHz tone.  It followed a 
regular pattern of 10 seconds on and about 8 seconds off.  The signal was 
strongest in the last few hours before sunrise, and was still weakly audible 
until about an hour past sunrise.

Has anyone else noticed this signal?
