[IRCA] WKBI Test not Heard in Madison WI

Nothing heard from WKBI here in Madison WI. I listened from 10 before until 10 after the hour for all three hours, with the purpose of trying for other stations on 1400 and holding out the chance that I might hear WKBI in the process. Thus in all I listened for an hour. Not only did I not hear anything resembling test material in the ToH news timeframe, but I only got a couple of brief occasions when anything audible surfaced from the GY jumble, and they contained no ID'able material.
