[IRCA] 1180 off frequency

Driving in the New York City area,
I noticed someone off frequency on 1180 over/under WHAM Rochester.
Format was in Spanish with (forgive me) Ricky Ricardo music.
Rhythmic big band dance music off by about 1 kHz or so.
Any ideas on this one?
Also, I noticed that WHAM Rochester, NY has an application in for a 6 kilowatt ND2
aux facility.
