Thanks for the info, Phil, and also Tim Tromp.   No ID's but long, recorded message on how to prepare for a hurricane noted on 1710 12/5 0620-0640 EST under the pirate with Spanish ballads (presumed R.  Celestial, Bronx, NY) which was local-like.  Many mentions of Hudson County and a Hudson County website.  Message ended with, "This message is brought to you by the (US) Dept of Health and Human Services and the Ad Council."  Also ran one PSA on bi-polar disorder.
