[IRCA] TPs in Seattle - Sept 19

Conditions were similar to yesterday.  Some signals were better, some 
were worse, it all sorta evened out.

I heard the 1476 station again, but today there was only one carrier 
instead of the two I had yesterday.

Reasonably OK audio
