[IRCA] not again, 1566 carrier in Victoria, BC...sorry to be a bore

Audible carrier again on 1566 in Victoria, darn near shortest night 
of the year.   First audibility at 0435UT, but visible in Spectran 
around my local sunset at 0410UT.

Haven't found any other carriers yet however.
