The VAST majority of stations that are reported to be operating outside of 
station parameters seem to do so without any worry about what we on our list 
may be saying. I am happy to receive tips that such things are happening.

I'd rather run the risk that the occasional tip will cause the problem to be 
fixed than forego such tips altogether or shift them to some sort of stealth 
notification that only a few might hear about.

If someone uses one of our list tips to fix the problem right away so be it. 
But in most cases I wouldn't worry at all that the problem will be fixed 
anytime soon.   Can anyone remember another case where a list tip prompted a 
station to fix the problem immediately?  I can't.

We have debated at some length whether to report stations on late or with 
day pattern and power as "cheaters".  (No one said this about KHMO!)  It 
could be a willful refusal to follow the rules (high schools sports, for 
example), but it could also be a one-time mistake, or an on-goin technical 
problem.  So I don't use highly charged words like "cheater" when reporting 
such.  I think it makes sense to hold back on the blunt allegations because 
we really don't know what is happening at the station end.

So when hearing a station that we suspect is breaking the rules it might be 
better to say something like this on the list:  "KXYZ is coming in unusually 
well tonight here in Maryland".  That's not an accusation, but it is a tip. 
If the CE at that station is on this list, or someone on this list knows the 
CE and passes the word, I can live with it.  But most of the time I doubt 
anything will be done.  In fact, most of the time I doubt anything will be 
done even if you call the station direct.
