[IRCA] TP for 17 Dec 2011 from Victoria: some dawn enhancement

Compared to Steve R. to my south and east, nothing great heard in Victoria.
 I listened from 14:45 UTC.  Conditions started rather poor, but there was
a definite nice dawn enhancement, but still didn't amount to too much, at
least, compared to yesterday's superb morning.  SF 121 A 0, K (12:00) 0.
 No space weather.

972:  7.5 KK at 15:53
1044:  7 level prob CRI JJ at 15:45
1503, 1557, 1566, 1575
1593:  8.5 level CNR1 at 15:39
