[IRCA] Pre sunset skip

It's 4 PM PST( and maybe earlier) skip has started from the south and signals from KGO SF and KFI LA are already matching their night time normal out puts with others not quite at max yet but at 4:10 KFI has faded and KGO is still showing 5out of 5 on the signal meter. I'm wondering why signals come in for a short time  and dis appear again or become weaker until dark such as 640 in LA while others are here and stay until and past LSS. Bill in BC
