[IRCA] TA, early TP in Victoria

Not much evidence of TA's this evening until after 0600UT, when weak 
carriers appeared on channels such as 945 (5 carriers), 1089 (3 
carriers) 1215 (2 carriers) ,1107 (4 carriers), 1116 (2 carriers), 
1269 (just one)....but at by 0615UT, carriers were also appearing  on 
TP channels such as 747, 774 and 1287, with fair audio (JJ talk by 
man) by 0655UT on 774;  279 had weak audio also.
