Narrowbanding was mandated in the 1990's and it was pretty much everyone's
belief that by requiring the manufacture of narrowband capable VHF/UHF
450-512 MHz radios that there would be little financial impact on licensees
when the time finally came to make the switch. There have been a couple of
extensions of the date (this is just the first phase to 12.5 kHz). Now the
cutover date is approaching and there are more licensees than imagined who
haven't planned or budgeted for the change of the fixed infrastructure. In
fact, quite a few of the old radios are still in use that can't make the
switch - like the widely used old Motorola upright high power Micor base
stations.
There is some degradation in coverage when reducing the bandwidth (somewhere
around 3 dB according to TIA TSB-88), so the cut is not entirely painless.
Some large agencies like NYPD are resisting the change and cite their desire
to transition to broadband. Local government budgets are tight and this is
now viewed by some as an unfunded mandate. The FCC doesn't want to extend
the deadline again - they need to accommodate more users in the available
spectrum. There's a shortage, remember?
