[IRCA] Puyallup, WA Ultralight TP's for 10-24

Hello All,

Conditions here weren't much better than those reported by Dennis or
Steve, but there were a few fair-strength Asian TP signals here after
1400. As usual, my results were more slanted towards the Asian mainland
than Japan (seemingly the opposite of other west coast TP-DXers).
