Since you've raised a new question, I'll respond. I don't count power/pattern changes. Mostly this is so because there's no easy way to identify them all, and good way to design criteria to be reasonable. If a semi-local goes from semi-regular to pest status, so what ? If a local changes and I can't even tell the difference, why should I count it twice ? And so on.
To me that's just way too much work.
