I believe the FCC shut down the Vancouver/Portland Russian station this past summer.
I have not heard the Seattle Russian station in a very long time.

Forgot to add that the 1710 Russian station, presumably Puget Sound area,
was the strongest I've had it this year, perhaps ever, around 1520 utc.
There was another similar sounding station much weaker underneath, maybe the
Portland/Vancouver one, if it's still on.
