[IRCA] 1060 KYW PA back on (WQMV TN heard)

KYW back on at 0350 EDT. Had an "AM 1060 WQMV" ID for a very brief reception 
of Waverley TN and a new catch here. Listed as 1000 day, four watts night. 
This was also probably the same station running oldies just moments before 
KYW came back. Radio Educacion in Mex City was huge, way better than its SW 
6185 parallel.
