[IRCA] TP's in Seattle 10-21-10

Today was a continuation of the lackluster conditions that have 
prevailed for the last few days.

The strongest TP noted today was, of all things, the CRI Korean service 
on 1017.  It had a really nice signal with a woman in Korean at 1354, 
but that was only for a couple of minutes.  The tier one NHK stations 
were marginally better than yesterday, but still nothing to cheer 
about.   Some of the other regulars were also in, as noted below.

594    JOAK, pathetic signal 1356
747    JOIB, fair-weak talk 1358
774    JOUB EE lessons fair 1349
936    Unid, woman talking too weak to ID language 1402, inflections 
consistent w/English so possibly Anhui
972    KBS, KK woman fair 1346
981    CNR fair CC talk 1346
1017    China, CRI good w/music 1344, fair-weak a minute later when 
woman started talking.  Quite good w/woman in KK at 1354 recheck
1134    Unid, mx fair 1343
1566    HLAZ briefly good w/usual J talk 1341
