Paul,

We as DXers report "DX", good or bad. It is up to the station to follow
rules. We report what we know. Frank Luna CE, wanted the station to be
heard, and what did he have to lose? The station went off. Also, does
the FCC really care? I doubt it. Don't let it bug you.
