Yes, their tower is quite short. It is only 54.10 degrees electrical height. A quarter wavelength, which is desirable, is 90 degrees electrical height. It is very close to a bay so the ground conductivity should be pretty good.
A quarter wavelength at 820 is 300 feet. Their tower is 180 feet.
