[IRCA] FCC CONSIDERS PUBLIC FILE RULES FOR DXERS

Federalist Communications Commissioners are now considering a proposal that  
would requires all radio monitors (Dxers) to maintain a public file such  as  
in the manner that broadcast  stations are required to make  available to the 
public during regular business hours. 
Radio monitors  with one or more communications receivers would be considered 
public radio  monitoring stations and would have the same responsibilities  
as to what  broadcast stations have  in this matter. 
A decision from the  commission on this matter should be make shortly.
