[IRCA] TA for 30 Aug from Victoria, BC

Well, it's not just Walt that's hearing evidence of a TA on 1566; some weak appearances of a carrier here also, just before 0400UT.  1215 started to show around 0330.

Also: 1377, 1251, 1008, 1089 weakish carriers.... pity that I'm going out this evening.
