I have not heard any IBOC on KIRO. But I too have been hearing IBOC on
710 from someone. I figured KDWN is likely. I do know WGN is IBOC, but I
don't get IBOC from them unless the Midwest is good or/and I use the
beverage. 
I think there may be an issue with the transmitters on Vashon Island
regarding IBO as they are so close to each other or co-located. I note
the KCBS IBOC up here too.
