Doesn't your VX have a tighter than stock filter?  If so, not likely that it
would be 1690 especially at night, even unmodified.  It could be that sneaky
Radio Rat setting up wherever he wants.  There is another thing that can
happen.  With a booster bar, you can force feed another frequency, but it's
usually a local.
