I'd like to inject a couple of words of caution into this discussion.

As a group of folks who are very passionate about the DX hobby, there's
a tendency to overdo it with rules and definitions. Let's be careful
about creating an infrastructure that is either too restrictive or too
small. This is, after all, a hobby pursuit, and is supposed to be fun.
Once it gets too cumbersome, or too complicated, it can become a
turnoff to some...
