[IRCA] WSKO-790 off, sweeper noted

The same consultant that worked on the WDDZ system is now working on
WSKO-790 in Providence.  The sweeper is quite pronounced from 775-805KHz.
This may be on for a couple of hours, if last night's work is any gauge.
