[IRCA] WDDZ-550 off again, sweeper noted

Well, it appears that the consultant has WDDZ off again.  The Burk called me
and reported some alarms.

WDEV-550 in VT dominant with the World Series game.  There is a test sweeper
of about 10 watts in use that sweeps from 535 to 565KHz about every second.
It is stronger than the WDEV signal here, and may be heard for a fair
distance.  Just an unmodulated carrier that starts at 535 and moves up the
dial to 565 and starts over agin.  Quite easy to identify, and a real pest
here.
